Climate change may have determined the fate of the ancient world?s most expansive civilization. A new study suggests that the waning of monsoons spurred both the rise and fall of the Harappans, who flourished in the floodplains of the Indus Valley thousands of years ago. ?

Small floods driven by the rains nourished the crops of early cities but proved unreliable generations later, researchers report online the week of May 28 in the?Proceedings of the National Academy of Sciences.

?The Indus people were a Goldilocks civilization,? says Liviu Giosan, a geologist at the Woods Hole Oceanographic Institution in Massachusetts. ?They settled when the floods were just right, and then they disappeared when that window of opportunity disappeared.?

Giosan and his colleagues mapped the parts of western Asia inhabited by the Harappans using measurements made by the space shuttle Endeavour in 2000. An instrument onboard bounced radar signals off Earth?s surface and revealed subtle valleys, mounds and channels difficult to see from the ground, including the long-dry bed of a monsoon-fed river in desert that was once the heart of the Indus civilization.

Sediments unearthed and dated by the researchers showed a remodeling of the landscape over time. About 10,000 years ago, flooding rivers in parts of India, Pakistan and Afghanistan changed behavior as monsoon rains weakened. Instead of dumping loads of sediment that built up the land, the rivers began to cut out valleys.

New valleys next to increasingly mild rivers would have been fertile ground for human settlement. Starting about 5,200 years ago, cities sprang up in spots where small, regular floods would have watered farmlands.

?They were smart in picking sites with just enough water,? says Peter Clift, a sedimentologist at Louisiana State University in Baton Rouge and coauthor of the new study.

Conditions continued to dry, though, which would have made floods less frequent and therefore less reliable. That could explain why cities began declining about 3,900 years ago, says Clift. He and his colleagues report a trend toward smaller settlements developing after this time farther east, where monsoons are stronger.

But archaeologist Rita Wright of New York University cautions that blaming monsoons for the decline of the Harappans leaves out a very important element: the Harappans themselves.

?The Harappan farmers were well aware that the climate fluctuated,? Wright says. ?Over time, they developed a variety of ways to cope with their environment.?

Farmers in some cities might have found ways to deal with changing climate. Though the Indus people didn?t build irrigation systems like their contemporaries in ancient Egypt and Mesopotamia, they did cultivate a variety of different crops, some of which were more resistant to drought. They also raised animals for food and built massive water reservoirs.

To really understand how climate change played out in each city, says Wright, archaeologists will need to move beyond the big picture and dig up new clues.

John FaircloughDespite being the brunt of many cheap jokes over the years, the good people of Belgium have had the last laugh where food and drink are concerned. For example, Brussels has relatively more Michelin starred restaurants than either Paris or London. Chips, or ?French Fries?, are, in fact a Belgian invention, and Belgium?s beers routinely win far more prizes than the output of UK or German breweries..

So when I discovered that the owners of the new " Pierranne " restaurant in Villelongue dels Monts are Belgian, I was very optimistic. Having visited it several times now, my optimism was not misplaced. Well sited in a modern row of shops in the heart of the Alb?res village, it?s easy to find and park. Peter and Anna who, like all Flemish Belgians, speak flawless English, are very friendly, welcoming hosts, and there is a warm atmosphere in the small dining room.

During the summer, food choices surround fresh market ingredients. A 3 course small set lunchtime formule costs 13?90, varied every day, and is remarkable value.

Every day there is plat du jour at 9?50, available lunch and evening, when the menu options range from 19, 26 , and 32? .

On our most recent visit, the 26? menu offered, amongst its starters, salmon tartare with a very interesting curry infused oil dressing, mixed local charcuterie, and the ever-popular moules gratin?es. Mains featured a tender entrecote steak with choice of sauces, grilled fillets of red mullet with lemon reduction and fennel, and a delicious osso bucco, done to Anna?s?recipe, which she was rather cagey about divulging!

Every day, on all menus, in addition to healthy Mediterranean and classic French fare there is always a Belgian speciality. This time it was chicken vol au vent, but other regular ones are Carbonnade Flamande (beef cooked in beer) or Waterzooi (a creamy chicken stew from Ghent) .

Sweets were varied, with the popular Belgian chocolate Dame Blanche or Noire, and Apple Crumble with pain epic? ice cream worthy of mention. Cheese is also an option, and this varies from day to day, too. The 32? menu runs very much along the same lines, but clearly features more expensive ingredients , such as foie gras and fillet of beef.

Wines are on a small, but well chosen list; the vast majority from producers in the local Alb?res region, and starting at a very reasonable 14? a bottle. an excellent pichet wine is also available at 7?50 per half litre. Some fine Spanish cava is there too. Being Belgian, Peter and Anna also regard beer as an integral part of the meal, with Jupiler draught, plus 13 other bottled examples from all over the country on offer, including some of the famous ones made by Trappist monks!

Of course, in addition to those wishing to eat a full meal,?anyone who? d like to just?pop in for a wine, beer , a nibble and a chat is equally welcome.

In summary, I?d say that La Pierranne offers something distinctly different on the local dining scene, particularly for lovers of Belgian cuisine and beer. All in a very welcoming and convivial atmosphere. The restaurant is small (max 10 tables), so, particularly at busy times, I?d recommend booking or phoning in advance to check.

(AP) ? As Egyptians took part in the country's first free presidential election, residents of one of Cairo's poorest quarters expressed hope that a new leader would help them with a simple request ? finding a new home.

Thousands of Cairo's poor live in the City of the Dead, a centuries-old necropolis replete with tombs and mausoleums that spreads out in a vast patchwork at the foot of the Mokattam Hills.

The conditions are cramped among the tombs. Children play with toys alongside gravestones that double as makeshift tables and shelves. Residents have sealed over graves to make kitchen or bedroom floors. Laundry hangs from clotheslines stretched between two tombstones.

"I have spent 25 years in cemeteries. No one checks on us and I live on only 200 pounds ($30) a month," said local resident Nadera Samir.

For some, living among the dead is a source of anxiety and nightmares.

"When one sleeps next to or on top of the dead he feels like he is in a twister, he feels like he is drowning in the sea," said one resident, Fekry Masoud.

Those living in the district expressed mixed feelings about the presidential election, which concluded Thursday.

Some backed veterans of ousted President Hosni Mubarak's regime, believing only they can ensure security and stability.

"Regardless of the fact that Mubarak was corrupt, life was easier, life was a lot cheaper," said one woman.

Others are horrified by the thought of a return to the regime.

Whatever the case, most have a simple request for the new president ? not to forget them.

"What will be helpful is getting good food and a good place to live," said resident Sayeda Mohammed.

Disabled vet battles for military contracts for his small business

PHILADELPHIA ? They were 12 hairy years in Sherman Barton?s life. The Burlington County, N.J., resident worked in military intelligence for the U.S. Army in Germany and Italy from 1972 to 1984, getting shot three separate times while hunting terrorists, he said.

The personal toll was vast, including the loss of two ribs, a part of his lower intestines and some hearing, along with three broken neck vertebrae, ankle stiffness and instability, muscle weakness and depression.

Those injuries earned Barton an honorable discharge and classification by the Department of Veterans Affairs as having ?a 100 percent permanent and total service-connected disability.?

It was a tough-to-take classification for the Edgewater Park resident whose military career was distinguished by his ability to hold up against many physical challenges.

Twenty-six years later ? and after an 18-year second career as a disabled-veterans counselor and special projects coordinator at the Department of Veterans Affairs in Philadelphia ? Barton would see a silver lining in his disability designation: a leg up in competing for federal government contracts as a small-business owner. Or so he thought.

Even with laws and a presidential executive order in place to help steer government work to Service-Disabled Veteran-Owned Small Businesses, or SDVOSBs, Barton said he has found the opportunities maddeningly few and the process for securing such work too slow and unreliable on which to build a business.

He?s on a mission to change that. His primary target is one of the largest Department of Defense purchasing centers in the United States ? Defense Logistics Agency Troop Support in northeast Philadelphia. The center provides more than $14.5 billion annually in food, clothing, textiles, medicines, medical supplies, construction equipment and industrial hardware to troops around the world and others in need.

After two years of emails, calls and near-monthly visits to DLA Troop Support ? including an unauthorized failed attempt in October to see the commander ? Barton?s supply company, VE Source LLC in Shrewsbury, Monmouth County, N.J., which currently is solely focused on getting government work, has secured just one SDVOSB contract. Awarded in March, it is worth $111,420 for 250 portable tents.

?How can you call this trying?? Barton said he has asked officials at DLA more than once.

According to the agency, DLA had 1,045 SDVOSB contracts totaling $62 million in 2010 and 3,780 valued at $48 million last year.

In all, DLA?s small-business contracts totaled $2.4 billion in 2011, or 30.7 percent of the contract dollars eligible for small businesses. The remaining

$5.4 billion in work eligible for small-business awards went, instead, to larger domestic companies. DLA officials said they feel a responsibility to support bigger firms to ensure they will be around at times of heavy need, such as troop deployment.

Barton said he has been assured by DLA officials that more opportunities are coming for small businesses owned by disabled veterans. Those assurances have been accompanied by reminders that the agency must also answer to other mandates, including that it provide work when possible to programs that employ federal prison inmates, and the blind or severely disabled. DLA Troop Support?s contracts to two such primary programs, Federal Prison Industries and AbilityOne, totaled $422 million last year, said spokeswoman Stacey Hajdak.

By law, those programs are given priority over service-disabled veterans and other small-business subsets, such as women-owned and minority-owned firms.

?That?s kind of a delicate balancing act we have to go through,? Michael McCall, director of small business at DLA in Philadelphia, said earlier this month.

?As the (federal) budget shrinks, that balancing act gets more and more difficult because everybody is trying to get their share of the pie.?

Barton, 59, VE Source?s president and majority owner, said he doesn?t begrudge set-asides for other groups. He just wants more action for himself and other disabled veterans trying to forge new careers. Those opportunities are imperative as troops return home from Iraq and Afghanistan to a stingy job market, said Barton, who plans to hire disabled veterans as soon as his company lands some substantial deals.

?With the downsizing of the military, there are going to be more and more veterans like myself trying to start companies because there is no employment for them in the civilian sector,? Barton said last week.

He formed VE Source with two partners in 2010 to take advantage of an executive order issued by President Bush in October 2004 to strengthen opportunities for SDVOSBs. That directive called on the heads of federal agencies to ?more effectively implement? previously adopted SDVOSB initiatives.

They included the Veterans Entrepreneurship and Small Business Development Act of 1999, which established an annual governmentwide goal of awarding not less than 3 percent in total value of all prime contracts and subcontracts to SDVOSBs.

In December 2003, the Veterans Benefits Act was passed by Congress to build upon the 1999 measure. For instance, it allowed ? but did not require ? federal contracting officers to restrict competition to SDVOSBs and award a sole-source or set-aside contract under certain conditions, such as if it could be done at a fair market price.

In May 2004, the Small Business Administration established a Service-Disabled Veteran-Owned Small Business Concern Program to implement the Veterans Benefits Act, establishing criteria and guidelines.

?It?s just bad bureaucracy,? he said, adding that few small businesses have the financial wherewithal to endure such a waiting game.

At a closed hearing in December held at Burlington County College in Mount Laurel, one of Barton?s partners, Christopher Neary, told the House Armed Services Committee?s Defense Business Panel that the DLA ?is not doing right by the policy of the executive order for the SDVO small business program or the veterans themselves,? according to a copy of his remarks.

Long before that hearing, deficiencies with the SDVOSB procurement program had apparently registered at DLA headquarters in Fort Belvoir, Va., according to a July 2010 internal memo obtained by The Philadelphia Inquirer. In it, Nancy Heimbaugh, acquisition management director, and Peg Meehan, then-director of the office of small business programs, urged recipients to ?reinvigorate your efforts to increase business opportunities for SDVOSB concerns.?

The memo concluded: ?Our wounded warrior entrepreneurs deserve nothing less.?

At DLA Troop Support in Philadelphia, McCall said he shares that sentiment.

?We have the utmost respect for these people,? he said.

McCall would not discuss why the contract for cold-weather jackets still has not been awarded nearly two years after bids were solicited.

?I can?t go over the issues because it?s an open acquisition,? said McCall, a 30-year veteran of government contracting.

In general, such contracts, especially for large acquisitions, require substantial research, in part to determine if the companies wanting the work are legitimate and can be counted on, and if their costs are in line.

?Our No. 1 priority is we support the warfighter and we do that at a fair and reasonable price,? McCall said. ?We?re stewards of the taxpayer. We want to make sure we spend wisely.?

He acknowledged Barton?s frustrations and did not fault his aggressive efforts to be heard, including the former Army intelligence officer?s unauthorized visit in October to the office of Rear Admiral David F. Baucom, who happened to be out of town.

?The same tenacity they had that served us well in the military, they brought to business,? McCall said of veterans as a whole.

Months later, Baucom took what McCall said was unusual action. He called Barton in February to discuss his complaints about the lack of set-asides for SDVOSBs.

?He assured me that the future would be brighter,? Barton said.

A month later, VE Source got the tent contract, its first sale. McCall said other SDVOSB opportunities are in the pipeline, including a $50 million contract for Navy uniforms, a $20 million deal for body bags, and a $4 million agreement for rifle slings.

?The trend is definitely, well hopefully, going up,? he said.

As the region?s only procurement center representative for the SBA, Ricardo Sacidor keeps pressure on the DLA to provide work for all varieties of small business. He also warns those business owners that dealing with government is far different than the private sector in that ?we don?t have the luxury of making deals because we like you. When you are a contracting officer, you represent the taxpayer.?

Having been a government employee for 30 years, Barton gets that. He just wants improvement.

?I?m not expecting anybody to give me anything,? he said. ?I want the opportunity to compete.?

Japan edges Canada at World Softball Championship

Lawrie was hit by a pitch and replaced by pinch runner Evelyne Pare (Ile-Perrot, QC). Jen Salling (Port Coquitlam, BC) then singled to right, but the hit was too shallow to push Lawrick in to score. With one out, Kaleigh Rafter (Guelph, ON) struck out, and Erin Cumpstone (Saskatoon, SK) struck out on a 3-2 pitch after fouling off five pitches.
The game was scoreless until the bottom of the fourth when Japan was able to score the first run of the game. Japan got a leadoff single, a one out walk and with two out, a ground ball hit to Canada?s short stop Jen Salling took a bad hop and just missed hitting Salling in the face, bouncing into left field to score the first run. Lawrie then induced a fly out to left to end the inning.
Canada answered right back in the top of the fifth. With one out, Melanie Mathews (Surrey, BC) singled with a line drive to left field. Matthews moved to second on a slap out by Caitlin Lever. Jenn Yee stepped up and hit a ground ball past the first baseman into right field and Matthews beat a great throw from right field to tie the game at one.
In the bottom of the fifth, Lawrie was able to get the two first outs, but gave up a double and an infield single that Salling was able to keep from getting into the outfield and had no play. With two strikes, Lawrie jammed the Japanese hitter, who managed to get enough of the ball to bloop it over Salling?s head into left field. The first Japanese runner scored but centre fielder Caitlin Lever threw out the second runner with a perfect throw to the plate.
Jenna Caira (Toronto, ON) replaced Lawrie and sat Japan down in order in the bottom of the sixth. In the seventh, Matthews hit a ground ball single to right field with two out. Lever ended the game with a comebacker to the Japanese pitcher.
Lawrie and Caira combined to give up six hits with one strikeout and one walk. Yee and Mathews each had two hits, while Salling and Lawrick added singles.
In other action on Sunday, Chinese Taipei doubled Argentina 6-3, the United States beat Australia 9-2, China blanked the Dominican Republic 7-0, the Netherlands shut out South Africa 7-0, the Czech Republic edged Botswana 5-4, Venezuela defeated New Zealand 5-2, and Cuba beat Great Britain 4-1.

(AP) ? It's 10 a.m., and the 2-year-old is still waiting for breakfast. Aliou Seyni Diallo collapses to his knees in tears and plops his forehead down on the dirt outside his family's hut.

Soon he is wailing inconsolably and writhing on his back in the sand. A neighbor spots him, picks him up easily by one arm, and gives him a little uncooked millet in a metal bowl. The toddler shovels it into his mouth with sticky fingers coated in tears and grime. The crying stops, for the moment.

Each day is now a struggle for the women of this parched village in north Senegal to keep hungry children at bay, as they search desperately for food. Aliou's mother can only recall one time in her life when it was worse ? and that was more than 20 years ago.

"I start a fire, put a pot of water on it and tell the children I am in the middle of preparing something," Maryam Sy, 37 and a mother of nine, says in a raspy voice. "In reality, I have nothing."

Here are the two most alarming things about Aliou's story: He lives in the richest country in the Sahel, and the worst is yet to come.

More than 1 million children under 5 in this wide, arid swath of Africa below the Sahara are now at risk of a food shortage so severe that it threatens their lives, UNICEF estimates. In Senegal, which is relatively stable and prosperous, malnutrition among children in the north has already surpassed 14 percent, just shy of the World Health Organization threshold for an emergency.

Hunger in this region is a lurking predator that never quite leaves, and comes back every year to pick off the weakest. Even in a non-crisis year, some 300,000 children die from lack of food across western and central Africa. All it takes is a drought and a failed harvest, and those who are now barely living on one meal a day will starve.

Since late 2011, aid groups have been sounding the alarm about how drought is once again devastating communities where children live perilously close to the edge. But not enough donations have come in.

The situation is worst in Niger, Chad and Mali, where political chaos has forced hundreds of thousands to seek refuge in places where people don't have enough to eat themselves. But in a worrisome sign, this time the crisis also threatens 20,000 children in northern Senegal ? little rag dolls with just enough energy to bury their faces in their mothers' dresses.

"If you don't get certain nutrients, your brain is damaged and you can never recover," said Martin Dawes, West Africa spokesman for the U.N. children's agency. "You are then obviously far more vulnerable to a reduction in your food bowl turning into acute and severe malnutrition."

It's noon in Goudoude Diobe, where women traditionally spend hours stewing the midday meal. But there is no smell of cooking vegetables or spices, no clanging of multiple pots ? only the sound of roosters crowing and children crying.

Down a dusty trail, Samba Bayla's sister-in-law is starting to cook the only meal of the day for a family of 10, usually eaten around 2 p.m. She displays a small bowl of uncooked millet and another bowl with just a few small dried fish that altogether would fit inside a pair of clasped hands.

The knobby-kneed children crowd inside a building where the water's boiling, despite the scalding heat and heavy smoke. The midday temperatures here soar to 109 degrees Fahrenheit (43 degrees Celsius), and it's been a month since the restless children last ate meat, at a neighbor's wedding.

"The situation is difficult but there is nothing we can do," says Bayla. "We tell them just a few hours more."

It's not supposed to be this way in Senegal, a country of more than 12 million people where sushi bars dot the seaside capital. Still, most Senegalese live in rural areas, their lives and livelihoods beholden to the right recipe of rain.

Here in the northeast region of Matam, the drought couldn't have come at a worse time. The country is already battling high food prices. And because of the global economic downturn, fewer Senegalese in this region have family members working abroad and sending money back home.

When the rains here came late this year, they were sporadic at best. Crops failed, and the extra food stored for emergencies has been eaten. The next planting season is still months away.

Bayla grew millet and sorghum, while his wife sometimes made 1,000 francs ($2) selling incense. But grain production was down 36 percent over last year across Senegal. And those who want to buy millet after their own crops failed are paying 27 percent more compared to 2011.

"You are faced basically with households that have less of a harvest compared to what they usually have, and they are facing higher prices on the market," said Ingeborg Maria Breuer, Senegal's representative and country director for the U.N. World Food Programme.

On the dusty sand roads that lead to remote villages, goats stand on their hind legs to eat the only vegetation in sight ? thorny acacia trees.

The lucky villagers have relatives working in the capital of Dakar, or abroad in Europe. But even work there is harder to find; a job may only last a few months, so the amount trickling back to these rural communities has decreased considerably.

In better times, there was a vegetable garden in Goudoude Diobe, with cabbage and eggplants for a community of nearly 1,300 people. Families grew enough millet, sorghum and corn to feed the village and its 250 children.

Now most here, even the breast-feeding mothers, eat only a bowl of rice once a day. If they are lucky, it is cooked with oil.

What should have been dinnertime already has passed, and now Kadja Dembel Ba calculates that she needs to keep her children busy for at least two more hours.

Today she was lucky. She walked several hours to lug some rice back from the nearby town to her village, Fass, for her seven children.

But as she looks at her 3-year-old son Yaya Feyni, she knows it's not enough. While other boys play outside, he lies on a bed behind his mother, listless and pale. Yaya has always been small compared to his brothers, she says, and now he is sick and won't eat anything.

She tends to him while her 1-year-old son squirms in her lap, as her 5- and 7-year-olds hover nearby.

The family already has sold a cow to buy medicine for her husband, who is sick with a stomach ailment and cannot work. The drugs set the family back some 4,000 francs ($8) ? which could have bought them 10 kilograms of rice.

A monthly index of manufacturing and services in the 17 nations Euro zone by Markit Economics fell in May to its lowest level in nearly three years. The index dropped to 45.9 from 46.7 in April, the fourth straight month it has registered a decline.

The news was particularly grim for manufacturing, which hasn?t fallen at so steep a rate since June 2009, Markit said. And in an especially worrisome sign, the overall output index for Germany, the motor of the European economy, declined slightly, only the second time it has done so in 34 months.

The gloomy data were released just hours after European Union leaders ended an informal summit with no concrete measures for dragging the region?s economy out of its growing slump. Concerted action by the EU is now not expected until late next month, unless the region?s debt and financial crisis escalates significantly before then.

That could happen June 17, when Greece, the flashpoint of the euro debt crisis, holds a second election to supersede an inconclusive poll earlier this month. Officials from the Euro-zone ? the 17 nations that use the euro ? fear that a popular anti-austerity party could take power and then renege on Athens? international bailout agreements, which would force a showdown that could see Greece expelled from the currency union.

Disagreement between Germany and France over how best to tackle Europe?s ongoing economic crisis broke wide open at the informal summit in Brussels. France?s new leader, Socialist President Francois Hollande, is pressing for more stimulus measures and for collectively backed government debt in the Euro-zone. German Chancellor Angela Merkel continues to insist on debt and deficit reduction, primarily through harsh spending cuts, as the No. 1 priority.

But swelling anti-austerity sentiment across Europe has pushed Merkel onto the back foot. On Thursday, after a meeting between the chancellor and top German lawmakers, opposition leader Sigmar Gabriel of the Social Democratic Party told reporters that Merkel now acknowledged the need for stronger measures to promote growth.

?The government?s blockade on this issue has been broken,? said Gabriel, whose support Merkel needs in order to secure German ratification of a European treaty on fiscal restraint that she has championed.

There was also discouraging news from outside the Eurozone. Economic output in Britain, which does not use the euro, contracted by 0.3% in the first quarter of this year, not 0.2% as previously thought, according to revised figures released Thursday.

Like several other European countries, including Spain and Italy, Britain has slid into a double-dip recession.

Critics of Prime Minister David Cameron?s government say the slide is due to the deepest public-spending cuts that Britain has seen in at least a generation.

Federal Reserve official: If Congress dawdles, economy will fall 3 percent

That?s the concern one of the Federal Reserve?s most prominent members, William Dudley, the president of the Federal Reserve Bank of New York.

In an appearance on CNBC and also in a speech before the Council on Foreign Relations on Thursday, Mr. Dudley warned that Congress could damage the economy if it cannot resolve its differences. If Congress cannot reach an agreement on extending the Bush-era tax cuts as well as cutting the budget, Dudley warns that a 3 percent contraction of gross domestic product would automatically begin on January 1.

?That would be a huge shock to an economy that isn?t that strong yet,? he warned in an interview with CNBC?s Steve Liesman.

Even the uncertainty of what Congress might do leading into year-end might be enough to cause economic damage, he warned. ?Businesses might be more reluctant to hire, more reluctant to invest, because of uncertainty about how the fiscal cliff is going to be resolved,? he said. ?So I think it?s a negative both now, in terms of uncertainty, and potentially later, because it could be resolved in a way that?s not good for the economy.?

Dudley?s warning followed a similar storm warning on Tuesday by the Congressional Budget Office which used the phrase ?fiscal cliff? in describing the possibility of both taxes going up and fiscal spending coming down. The CBO went one step further saying the economy would slip into a recession in the first half of 2013 if Congress does not act.

Working against any agreement is the presidential race. In a forthcoming issue of Time magazine, presumptive GOP presidential nominee Mitt Romney said that he did not want President Obama and Congress to deal with the issues in a lame-duck session.
