Jun 29 - Seismologists warn Japan against restarting nuclear reactors

Two prominent seismologists said on Tuesday that Japan is ignoring the safety lessons of last year's Fukushima crisis and warned against restarting two reactors next month.

Japan has approved the restart of the two reactors at the Kansai Electric Power Ohi nuclear plant, northwest of Tokyo, despite mass public opposition.

They will be the first to come back on line after all reactors were shut following a massive earthquake and tsunami last March that caused the worst nuclear crisis since Chernobyl at Tokyo Electric Power's Daiichi Fukushima plant.

Seismic modeling by Japan's nuclear regulator did not properly take into account active fault lines near the Ohi plant, Katsuhiko Ishibashi, a seismologist at Kobe University, told reporters.

"The stress tests and new safety guidelines for restarting nuclear power plants both allow for accidents at plants to occur," Ishibashi told reporters. "Instead of making standards more strict, they both represent a severe setback in safety standards."

Experts advising Japan's nuclear industry had underestimated the seismic threat, Mitsuhisa Watanabe, a tectonic geomorphology professor at Toyo University, said at the same news conference.

"The expertise and neutrality of experts advising Japan's Nuclear Industrial Safety Agency are highly questionable," Watanabe said.

After an earthquake in 2007 caused radiation leaks at reactors north of Tokyo, Ishibashi said Japan was at risk of a nuclear disaster following a large earthquake, a warning that proved prescient after Fukushima.

While it is impossible to predict when earthquakes will happen, Ishibashi said on Tuesday the magnitude 9 quake last year made it more likely "devastating" earthquakes would follow.

Refugees seeking life in Australia feared drowned

People rescued after their boat capsized north of Australia arrive at Christmas Island Friday.

Officials in Australia said 109 people had been rescued after a boat carrying refugees apparently fleeing life in Afghanistan capsized more than 120 miles north of Christmas Island, but warned it was looking "increasingly grim" for up to 100 other people still in the water.

Merchant and navy ships and five aircraft were involved in the search for survivors a day after a crowded boat turned over far from land in the Indian Ocean. A 13-year-old boy was among those rescued.

However planes flying over the area spotted a number of bodies in the water.

Home Affairs Minister Jason Clare told Sky News Australia that people "should brace for more bad news" on the number of dead, The Australian newspaper reported.

"No good news... I can't report that (surveillance aircraft) have seen people alive in the water at this point in time," Clare added. "This is looking increasingly grim by the hour,'' he told Macquarie Radio.

He said the ocean was "pretty rough," but added "we are still in that critical window" for the rescue operation, The Australian said.

Clare said everyone on board the boat appeared to be from Afghanistan.

Authorities in Australia believe the boat started its journey in Indonesia, not Sri Lanka, as initially suggested by some in Indonesia, The Australian reported.

Prime Minister Julia Gillard, attending the United Nations Rio summit in Brazil, told reporters that "details are sketchy, but what is apparent is that there has been a large loss of life at sea."

'Perilous journeys'
Sky News Australia reported that the United Nations High Commission for Refugees had called on Australia to find safer ways for asylum seekers to seek protection.

The UNHCR said the boat's capsizing "reinforces the need for renewed international solidarity and cooperation to find protection options for people that would help to reduce the need for these perilous journeys by boat."

"UNHCR calls on Australia and countries in the region to redouble their efforts to provide safer and more secure options for people to find protection other than through these dangerous and exploitative boat journeys," it added in a statement.

Fears for 200 refugees as boat capsizes north of Australia

Refugees are a hot political issue in Australia. So far this year, more than 50 boats carrying more than 4,000 people have been detected by Australian authorities.

Refugees seeking asylum in Australia often set sail from Indonesia heading for Australia's Indian Ocean territory of Christmas Island in dangerous and overcrowded boats, with the help of people smugglers.

In December 2011, up to 200 died when an overcrowded boat sank off the coast of East Java.

In 2010, 50 asylum seekers died when their boat was thrown onto rocks at Christmas Island. In 2001, a crowded boat known as the SIEV X sank on its way to Australia with the loss of 350 lives.

Scientists at the University of Copenhagen have previously documented that substances from the South African plant species Crinum and Cyrtanthus akin to snowdrops and daffodils have an effect on the mechanisms in the brain that are involved in depression. This research has now yielded further results, since a team based at the Faculty of Health and Medical Sciences has recently shown how several South African daffodils contain plant compounds whose characteristics enable them to negotiate the defensive blood-brain barrier that is a key challenge in all new drug development.

"Several of our plant compounds can probably be smuggled past the brain's effective barrier proteins. We examined various compounds for their influence on the transporter proteins in the brain. This study was made in a genetically-modified cell model of the blood-brain barrier that contains high levels of the transporter P-glycoprotein. Our results are promising, and several of the chemical compounds studied should therefore be tested further, as candidates for long-term drug development," says Associate Professor Birger Brodin.

"The biggest challenge in medical treatment of diseases of the brain is that the drug cannot pass through the blood-brain barrier. The blood vessels of the brain are impenetrable for most compounds, one reason being the very active transporter proteins. You could say that the proteins pump the drugs out of the cells just as quickly as they are pumped in. So it is of great interest to find compounds that manage to 'trick' this line of defence."

The results of the study have been published in the Journal of Pharmacy and Pharmacology.

New cooperation between biologists and organic chemists

It will nonetheless be a long time before any possible new drug reaches our pharmacy shelves:

"This is the first stage of a lengthy process, so it will take some time before we can determine which of the plant compounds can be used in further drug development," says Birger Brodin.

Yet this does not curb his enthusiasm for the opportunities from the interdisciplinary cooperation with organic scientists from the Department of Drug Design and Pharmacology and the Natural History Museum of Denmark.

"In my research group, we have had a long-term focus on the body's barrier tissue and in recent years particularly the transport of drug compounds across the blood-brain barrier. More than 90 per cent of all potential drugs fail the test by not making it through the barrier, or being pumped out as soon as they do get in. Studies of natural therapies are a valuable source of inspiration, giving us knowledge that can also be used in other contexts," Birger Brodin emphasises.

Our results are promising, and several of the chemical compounds studied should therefore be tested further, as candidates for long-term drug development," says Associate Professor Birger Brodin.

"The biggest challenge in medical treatment of diseases of the brain is that the drug cannot pass through the blood-brain barrier. The blood vessels of the brain are impenetrable for most compounds, one reason being the very active transporter proteins. You could say that the proteins pump the drugs out of the cells just as quickly as they are pumped in. So it is of great interest to find compounds that manage to 'trick' this line of defence."

The results of the study have been published in the Journal of Pharmacy and Pharmacology.

New cooperation between biologists and organic chemists

It will nonetheless be a long time before any possible new drug reaches our pharmacy shelves:

"This is the first stage of a lengthy process, so it will take some time before we can determine which of the plant compounds can be used in further drug development," says Birger Brodin.

Yet this does not curb his enthusiasm for the opportunities from the interdisciplinary cooperation with organic scientists from the Department of Drug Design and Pharmacology and the Natural History Museum of Denmark.

"In my research group, we have had a long-term focus on the body's barrier tissue and in recent years particularly the transport of drug compounds across the blood-brain barrier. More than 90 per cent of all potential drugs fail the test by not making it through the barrier, or being pumped out as soon as they do get in. Studies of natural therapies are a valuable source of inspiration, giving us knowledge that can also be used in other contexts," Birger Brodin emphasises.

MOSCOW (AP) ? A group of feminist punk rockers must remain behind bars as police investigate them for chanting a "punk prayer" against Russian President Vladimir Putin from a church pulpit, a court ruled Wednesday. The decision angered the band's supporters and drew condemnation from a top German human rights official.

Five members of Pussy Riot ? wearing brightly colored homemade ski masks and miniskirts ? briefly seized the pulpit of Moscow's main Orthodox church, the Christ the Savior Cathedral, in February and chanted "Mother Mary, drive Putin away."

A video of the performance posted on the Internet shows churchgoers gazing on astonished as the women chant, high-kick and dance around from the pulpit, and then appear to bow and bless themselves as security arrives to remove them.

Three band members ? Nadezhda Tolokonnikova, 23, Maria Alekhina, 24, and Yekaterina Samutsevich, 29 ? were arrested and face up to seven years in jail on hooliganism charges.

An investigator petitioned to keep them in prison while the police probe continues, and on Wednesday, a Tagansky district court judge ruled the three will remain held until July 24.

Their cause and the Russian Orthodox Church's harsh response have provoked public outcry.

Outside the court building, police detained about 20 people as dozens of the band's supporters whistled in unison, chanted anti-Kremlin slogans and clashed with Orthodox activists who called on the band members "to repent."

Pussy Riot gained notoriety in January for performing a song taunting Putin ? who was then prime minister ? from a spot on Red Square used in czarist Russia for announcing government decrees. Videos of their performances became instant Internet hits.

The band's "punk prayer" took place two weeks before March's presidential vote. Putin won a third presidential term despite a wave of massive protests against his rule.

The church says the women deserve to be prosecuted for their "blasphemous" performance from a place near the altar that no lay persons are allowed to enter, although thousands of believers have signed a petition urging the church to forgive the band.

Attorneys for the band members argued that they should be released because they have young children.

The German government's human rights commissioner, Markus Loening, said he was "dismayed" by the decision to extend the band members' custody and called for their immediate release.

"This decision is clearly directed against freedom of opinion and artistic freedom and, in view of the consequences of nearly four months of custody for the families and children of the women, absolutely disproportionate," Loening said in a statement.

Although church and state are separate under Russia's constitution, the Russian Orthodox Church has claimed a leading role in setting moral guidelines for society. Its growing prominence has caused concern among followers of minority faiths and nonreligious Russians.

Judge OKs federal seizure of dino skeleton

NEW YORK?? One of the more unusual arrest warrants in U.S. history was issued Tuesday when a federal judge authorized the Department of Homeland Security to seize a dinosaur from an art storage company. There's no need for handcuffs, though. It's been dead for 70 million years.

U.S. District Judge Kevin Castel signed the warrant after finding there was "probable cause to believe" that the nearly complete Tyrannosaurus bataar skeleton is subject to forfeiture under U.S. laws. The U.S. filed a lawsuit against the skeletal property a day earlier, seeking to seize it for an eventual return to Mongolia.

It is typical in government seizure cases for the object to be seized to be named as a defendant. But it's not so common for an object to have an alias, in this instance "One Tyrannosaurus Bataar Skeleton" is also known as "LOT 49315 listed on Page 92 of The Heritage Auctions May 20, 2012 Natural History Auction Catalog."

The 8-foot-tall, 24-foot-long skeleton was described in the catalog as being "a stupendous, museum-quality specimen of one of the most emblematic dinosaurs ever to have stalked this Earth." It is currently held at a Cadogan Tate Fine Art property in Queens. A message left with the company Tuesday was not immediately returned.

The lawsuit said the Tyrannosaurus bataar skeleton was brought in March 2010 from Great Britain to Gainesville, Fla., with erroneous claims that it had originated in Great Britain and was worth only $15,000. It sold at auction on May 20 for more than $1 million, though the sale was contingent upon the outcome of court proceedings.

Jim Halperin, co-founder of Heritage Auctions, the dinosaur's Dallas-based custodian, has said a consignor bought the fossils in good faith and spent a year and considerable expense restoring them.

Halperin said Tuesday about the judge's order, "We have cooperated in the investigation process for paleontologists to expeditiously examine the skeleton, and we will continue to cooperate with authorities in an ongoing effort to reach a fair and just resolution to this matter."

Federal authorities say five experts viewed the remains on June 5, agreeing unanimously that the skeleton was a Tyrannosaurus bataar and almost certainly originated in the Nemegt Basin in Mongolia.

Tyrannosaurus bataars were first discovered in 1946 during a joint Soviet-Mongolian expedition to the Gobi Desert in the Mongolian Omnogovi Province. Since 1924, Mongolia has enacted laws declaring fossils to be the property of the government of Mongolia and criminalizing their export from the country.

Cambridge mayor wants large soda ban considered

The mayor of Cambridge has proposed limiting the size of soda and sugar-sweetened beverages sold in city restaurants.

Mayor Henrietta Davis on Monday asked the city?s health officials to make a recommendation on limiting beverage sizes at the city council proceedings.

Davis cited an increased risk of obesity and diabetes as reasoning behind the resolution.? She said her proposal was inspired by a similar measure in New York City.

In New York, Mayor Michael Bloomberg?s proposal would prohibit licensed food service establishments in the city from using containers bigger than 16 ounces to serve high-calorie drinks like colas.

Consumers could buy another round, but restaurants couldn?t serve the 20-ounce cups now popular at fast food eateries.

Chad Ochocinco is changing his name, again.? Or at least his style.

In his first media availability as a member of the Miami Dolphins, Ochocinco said he plans to revert to the attitude that made him what he was, earlier in his career.

Sony Unleashes God of War: Ascension Collector's Edition

A deluxe version of Kratos's next adventure offers swag and multiplayer bonuses.

If Sony isn't careful, it's going to run out of God of War stories to tell soon. God of War III wrapped things up pretty definitively, but that didn't stop Sony from releasing the interquel Ghost of Sparta or planning the upcoming God of War: Ascension, which takes Kratos's story back even further. Nevertheless, Sony will provide a Collector's Edition for those who want to enjoy Ascension before the story well runs dry. With physical collectibles, digital goodies, and multiplayer boosts, the package may not exactly be the plenty vault of Hephaestus, but it'll probably please hardcore God of War early adopters.

In addition to an 8" statue of Kratos to glower at you from your desk while you're trying to be productive, the Collector's Edition sports a "Premium Steelbook case," presumably to fend off attacks from rival demigods. A digital soundtrack, PSN avatars, and PS3 themes come as no surprise, but multiplayer aficionados may be intrigued by the last two pieces of the mosaic. Ascension's Collector's Edition comes with a "Multiplayer Double XP Unlock" and a pass that entitles players to all future DLC at no extra cost. While it's not clear how long the double XP buff will last, a free DLC pass could easily pay for itself over the course of the game's lifetime.

Like its plainer analogue, the Ascension Collector's Edition will launch on March 12, 2013, although players will have to dish out $79.99 instead of the standard $59.99. Neither the Collector's Edition nor the pre-order bonus (for both versions of the game) appears to vary by retailer; like Kratos himself, Ascension pays little attention to the niceties of commerce, and is satisfied to dish out devastation equitably.

Egypt Islamists claim victory amid army power grab

Muslim Brotherhood candidate Mohammed Mursi claimed victory on Monday in Egypt's divisive race for the top job, as a military power grab overshadowed the country's first post-Mubarak presidential election.

Two generals from the Supreme Council of Armed Forces (SCAF), however, reiterated that the ruling body will transfer power to the new president by June 30 and insisted that he will enjoy full presidential powers.

A confirmed win by Mursi would mark the first time Islamists have taken the presidency of the Arab World's most populous nation, but military moves that appeared to render the post toothless were slammed by activists as a coup.

The Islamists' rival Ahmed Shafiq, a former air force chief and ex-prime minister to ousted president Hosni Mubarak, disputed the The Muslim Brotherhood's victory announcement, labelling it "bizarre behaviour."

State media also reported that initial counts showed Mursi ahead, however.

"After the counting was finished in all of Egypt's 27 provinces, indications show that Mohammed Mursi has won 51 percent and Ahmed Shafiq won 49 percent," the state-owned Al-Ahram said on its website.

There were scenes of jubilation at Mursi's Cairo headquarters, where the candidate thanked Egyptians for their votes in brief remarks after the Brotherhood said he had secured 52 percent of the ballots cast.

Mursi pledged to work "hand-in-hand with all Egyptians for a better future, freedom, democracy, development and peace."

"We are not seeking vengeance or to settle accounts," he said, adding that he would build a "modern, democratic state" for all Egyptians, Muslims and Christians alike.

A Shafiq campaign official disputed the Brotherhood victory claim, saying their figures showed its man was ahead.

"We reject it completely," Mahmud Baraka said of the Brotherhood claim. "We are astonished by this bizarre behaviour which amounts to a hijacking of the election results."

Mursi supporters, many tearful, screamed with excitement as several hundred people staged a victory rally in Cairo's iconic Tahrir Square, the hub of protests that led to Mubarak's departure in February 2011.

But their jubilation was overshadowed by the prospect of a looming showdown between the Brotherhood and the ruling military, which granted itself sweeping powers.

The SCAF has introduced de facto martial law, given itself control of the legislature and state budget and also granted itself veto power on a new constitution to be written by a panel that it will pick.

"The military hands power to the military," read the headline of the independent daily Al-Masry al-Youm.

"A president with no powers," said another independent, Al-Shorouk.

Revolutionary youth movements, which had been split over whether to boycott the election or to vote Shafiq out, denounced the declaration as a "coup," while the Brotherhood's Freedom and Justice Party said it rejected any military bid to retake legislative power.

"The military council, with its unconstitutional coup, gave itself (unprecedented) powers. The military council has never and will never recognise popular legitimacy that contradicts it," the Coalition of Revolution Youth said in a statement.

"The next phase is a very difficult phase," senior Mursi campaign official Khaled al-Qazaz told AFP.

"It already started with the military trying to take all power, which requires all Egyptians to continue the momentum of the revolution to make sure the transition is complete."

The Brotherhood, which was accused of monopolising politics after last year's revolt, now finds itself increasingly marginalised, and even faces a lawsuit challenging its legitimacy and legal status.

But the military insists it will transfer power to the new president.

The election victor will swear his oath before the constitutional court by "June 30, this month," Mahmduh Shahin, one of the ruling generals, told a news conference.

Another SCAF general, Mohammed al-Assar, said the vote winner will enjoy full presidential powers.

"The president of the republic will be vested with all the powers of the president of the republic," Assar told reporters.

The presidential election had deeply polarised the country, between those who objected to the Brotherhood's Islamist agenda and those who feared a return to the old regime under Shafiq.

But there is no reason just yet to believe that Egypt will become a strict Islamic state, some say.

"Parliament had an Islamist majority and the world did not collapse... If Mursi wins, Egypt will not turn into Afghanistan as some people imagine, but it can however remain undemocratic," Amr Shoubaki, an analyst with the Al-Ahram Centre for Political and Strategic Studies, wrote in Al-Masry al-Youm.

The Brotherhood mobilised its formidable network of supporters to garner tallies from polling stations across the country and deliver early unofficial results, but the final official figures are not expected until Thursday.
